          Second rail line ruled out

           HOPES of a second rail route into the Westcountry have been ruled out for the foreseeable future after Network Rail unveiled plans to spend &pound;35 billion to improve the network across the country.
           The work will mean fewer delays between the South West and London, some more frequent services and upgrades to selected stations in Devon and Cornwall.
           Campaigners had also called for an alternative rail line to bypass Dawlish in South Devon, where rising seas and increased storms threaten to jeopardise the existing track in the long term.
           But the company, which manages railway lines throughout the country, said the focus remained on maintaining the line, using new technology to help minimise delays and disruption. The firm is working with a range of partners to monitor the situation.
           Network Rail's business plan for the next five years identifies the stretch as "vulnerable".
            
            Route enhancement manager Mike Gallop said the line was a "critical piece of infrastructure", and a second line may still be needed if the worst case climate change scenario played out. 
            But he added: "It's a very well maintained piece of railway, and we don't foresee any issues with it. It's a rolling piece of maintenance work, which is why it's still there. It needs to be maintained day in, day out. It's very well loved."
           Hopes of electrification for railway lines into the region, which would be cheaper to run and could help speed travel, are also suspended for the short term, although Network Rail insisted it is "extremely enthusiastic" about the prospect. The decision to electrify lines lies with the Department for Transport.
           Gerard Duddridge, chairman of campaign group Railfutures Devon and Cornwall, said a second line should be planned in for the period beyond the next five years.
           He said: "Even if the sea wasn't going to be a problem, there's a really good case for having a second route, just to be able to run more trains for Exeter, Plymouth and Torbay, and to make sure there's always a service operating, even if it's closed for site maintenance."
           He said the Westcountry was being "left behind" in terms of infrastructure spending, compared to other regions.
           The main headlines for the massive improvement project lie elsewhere in the country, but Network Rail has pointed out plans such as "untangling" the line at the Reading will help reduce hold-ups on the route to London. It is hoped the measures will help achieve punctuality of more than 92 per cent by 2014.
           A new loop on the line at Axminster will mean an hourly service between Exeter and Waterloo, but Railfutures says more track should be built on the stretch so it can be used as a back-up line in case of emergencies such as flooding.
           The group would also like to see stations opened at Plympton, Cullompton and Kingskerswell.
           Other regional benefits of the spending programme, touted as the biggest since Brunel's day, include a share of a &pound;150million Government cash to upgrade stations at Exeter St Davids, St Austell, Truro and Penzance.
           Network Rail also emphasised its commitment to the region, highlighting the route between Barnstaple and Exeter, which runs hourly, and a half-hourly service between Truro and Falmouth, in partnership with Cornwall County Council.
